4.1 Reliable figures

Information systems have been designed and developed, procedures have been adopted and expertise has been gained, all of which allows the methodologically proper collection and processing of data relating to the measurement of scientific and research activity, as well as the adoption of internationally established metrics.

Specialised methodological approaches, software applications and information systems have been developed for the processing of EKT’s data.

Along with the gathering of data, special emphasis is given to the cleaning of data and the creation of reliable records that map and collect the updated information on Greek organisations that are active in research. The existing Registry currently has information on over 2,000 institutions that perform research in all areas of the national economy.

Particular emphasis is given to actions that enhance the reliability of the raw data provided by Greek organisations, such as universities and research centres,  but also by smaller bodies, as well as the standardisation of production processes.

In this respect, EKT will develop and provide the academic and other research institutions with CRIS information systems that use a standardised method to record  information on the research activity throughout its life cycle. This initiative is reflected in a  cooperation agreement with the HEAL-Link. The development and provision of "cloud services" for open digital documented content will play an important role. 

An ongoing activity is the creation of a bibliographic database of scientific publications in Greek journals in the fields of the Humanities and Social Sciences and Health Sciences.

4.2 Scientific Production Metrics

Today, reliable data and a large number of standard bibliometric indicators reflect the performance of the Greek research system by comparing it with that of other EU countries and the OECD, recording the production of Greek scientific community publications and the impact of its research work.

Meanwhile, EKT systematically publishes bibliometric studies in individual disciplines related to the Sectoral Scientific Councils of the National Council for Research and Technology.

The goal is to measure and evaluate further components of the  research activity produced, such as the use of research results by entreprises.

4.3 Research Activity & Innovation Metrics

In 2012, the National Documentation Centre assumed responsibility for the production of the official statistics for Research, Technological Development and Innovation in Greece, following a decision by the General Secretariat for Research and Technology.

The target is not only the collection of official data in order for Greece to meet its obligations, but also for EKT to create the IT infrastructures, processes and organisational structures needed to ensure sustainable and systematic production of RTDI indicators at national, regional and organisation level.

4.4 Evidence based Policy

The vision for this area of activities is for EKT to be the organisation to provide reliable data and indicators that will support the development and systematic monitoring of evidence based policy in the field of Research, Technological Development and Innovation at national and regional level. 

International organisations such as Eurostat and OECD have recognised EKT as their partner, while within the country EKT’s publications are widely accepted by a range of public administration bodies, the academic and research community and stakeholders involved in policy making. EKT’s main concern is for the information that is provided to serve, in the best possible way, the design of new national development priorities, based on the areas of excellence and innovative features of the country, regions and sectors of science and business.

As the disclosure of information is important for all, EKT has integrated into its strategy the policy of Open Access to public data. The site www.metrics.ekt.gr and the use of up-to-date tools enable better understanding and visualisation (interactive charts, maps). Components per geographic region, institution, subject area, etc. are highlighted to serve the scientific community, the business environment, policies and relevant public policy makers, as well as any other interested party.
